INTOSAI Regions are IDI partners in design and delivery of capacity development initiatives. Since 2014, the IDI and INTOSAI regions have been meeting on an annual basis to discuss and agree on topics of mutual interest. This also gives IDI an opportunity to collect Region’s thoughts on IDI portfolio of programmes, IDI service delivery approach and to hear from INTOSAI Regions about their specific needs to these programmes and other areas of regional interest.
1. IDI Planning & Prioritisation Meeting with INTOSAI Regions, 1 to 3 December 2014, Oslo- Norway
In view of the tremendous needs and demands for capacity development support, the IDI introduced a selection and prioritization process to help focus on the key areas of capacity development during its remaining strategic plan period. The IDI also launched a Global Survey in 2013 to collect information about the needs and priorities of SAIs.
As one of the cornerstones of the IDI service delivery model is a needs-based approach to capacity development, in 2014 IDI met with INTOSAI Regions were global priorities were discussed and matched with the regional needs. The main output of this meeting was the creation of the IDI's portfolio of capacity development programmes for the coming years.
17 Delegates from INTOSAI Regions/ Sub Regions/ committee attended the meeting, which was held in Oslo, Norway from 1 to 3 December 2014.

Stronger regional bodies, networks and communities are one of the IDI outcomes envisaged in IDI strategic plan 2014-2018. INTOSAI regions are IDI’s strongest partners in the design, development and delivery of all its capacity development support. The IDI works in cooperation with the regions in almost all programmes. The IDI believes that stronger INTOSAI regions will lead to better and more sustainable support to SAIs. The IDI engagement with the regions in its current strategic planning period has three aspects 1 ) Participation and voice of regions in expressing the needs and requirements of their members and in determining the nature of support provided by IDI 2) regions as cooperation partners for capacity development delivery 3) support to INTOSAI regions in strengthening their capacities and performance. In order to encourage consultation and provide support, the IDI started annual workshops with INTOSAI regions in 2014. The first workshop called Planning and Priortisation Workshop held in 2014, provided for identification of regional priorities from a portfolio of global priorities, the second workshop on strategy, performance measurement and reporting held in 2015 supported regional bodies in strategic planning, performance measurement and reporting. At this workshop, regions discussed a regional strategic management framework that could form the basis of their strategic management processes. The IDI has provided strategic planning support to a number of regions so far. As per the demands of the regions, these workshops will continue to be held annually on the topic of mutual interest. The work will also be sought to be aligned to the work on the INTOSAI regions under the auspices of the CBC. All INTOSAI regions have also sought support in strategic planning, performance measurement and reporting. The nature of this support varies from region to region. The support to be provided will be agreed between the regions and IDI.
The IDI also works towards stronger networks and robust communities of practice on topics of interest in the INTOSAI community. The IDI has over the years created pools of training specialists, ISSAI facilitators, public debt champions, IT Audit facilitators, MDP champions. In this operational plan period, the IDI plans to consolidate its existing pool by creating a database, engaging with its resource pool on a regular basis, providing networking opportunities through communities of practice hosted and managed by the IDI. The IDI plans to create additional pools of eLearning and blended learning specialists in four languages during this operational plan period. Besides providing for knowledge networks on its own community portal, the IDI is also cooperating with INTOSAI KSC to set up a knowledge portal to host INTOSAI communities of practice. The portal is planned for launch in November 2015, with communities of practice for SDGs, leadership and certification. While the IDI will support KSC Chair in the technical management and maintenance of the portal, the KSC Chair will be responsible for managing the contents of the portal and also for the management of communities of practice hosted on the portal.
